The European fisheries sector met this morning with Commissioner Sinkevičius in view of the sharp rise in energy and logistics prices due to the invasion of Ukraine. If the activity collapses, there could be problems with the supply of fishery products in a matter of weeks.

The European fisheries sector has thanked Virginijus Sinkevičius, Commissioner for the Environment, Oceans and Fisheries, for the quick call for a meeting gathering all the stakeholders in the fisheries value chain affected by the situation. At the meeting, the sector, represented by Europêche and by the European Association of Fisheries Producer Organizations (EAPO), has reiterated to the Commissioner the need to adopt urgent measures in view of the turn of events, following the invasion of Ukraine by Russia and the impact that the war is already having on the activity of the European fishing fleets.

The President of Europêche, Mr Javier Garat, declared during the meeting that: “For months the sector has been facing a difficult economic situation enduring a steep increase in gas and electricity prices and logistic costs. Now, fuel prices are reaching an all-time high, exceeding €1/litre in many EU countries. 60 cents per litre, was already the price limit for our vessels to remain profitable. The situation is even worse than the fuel crises of 2008”. He continued: “For many vessels it is impossible to go to sea. Fishing vessels in all the Member States are tying up as a consequence of the sharp increase of energy costs. If the stoppage of the activity becomes a generalised problem, there could be problems with the supply of fishery products in a matter of weeks, even more so if sanctions are imposed on those of Russian origin.”

The sector has expressed to the Commissioner the need for an urgent reaction from the EU, similar to that adopted to face the consequences of Brexit and COVID. The fishing industry proposed action on five priority axes: use the EU Fisheries Fund to compensate operators for the additional costs, help fishers who have to temporarily cease their activities and support producer organizations for the temporary storage of fishery products. Likewise, it was requested to increase the aid within the state aid framework up to 300,000-500,000 € per vessel, and to increase the year-to-year quota flexibility from 10% to 25%.

The sector has also pointed out the need for additional measures in coordination with the EU Member States, such as the reduction of social security contributions, the suspension of fish auction taxes, an extension period for COVID loans or a suspension/reduction of VAT on fish and shellfish aimed at alleviating the situation.

Sinkevičius emphasised that the Commission is taking the situation very seriously and working around the clock on solutions. He committed to study the measures urged by the sector and proposed to hold another meeting once the package of measures is more clearly defined.

Esben Sverdrup-Jensen, President of EAPO, concluded: “All efforts should be focused, where possible, on the continuation of the fishing activities to secure seafood supply as well as on providing financial assistance to those fleets forced to stop operations. Financial aid is critical, but flexible fisheries management is equally important. For instance, providing fishers the option to carry over more than the existing 10% of their fishing quotas to next year is a key free-of-charge measure”.

The sector firmly believes that the EU should focus on how to strengthen the seafood supply produced by EU companies, and not seeking for additional imports from anywhere in the world to fill the fish market gap. The second option cannot be a solution for an EU that wants to become more independent from 3rd country’s resources.

European social partners in the fisheries sector, ETF and Europêche, call on the European Commission to support Member States in developing a specific COVID-19 vaccination protocol for fishers, adapting and prioritizing their access to the vaccine. Considering their recognition as essential workers and the particularities of the fishers’ workplaces and working patterns, the social partners have put forward practical guidelines that can help accelerate the process.

Fishers are a cornerstone of seafood supply and food security in Europe. Still, they haven’t been prioritised in vaccination programs, exposing them to growing infection rates on fishing vessels and preventing the necessary crew changes around the world.

Unlike many other workers, fishers are limited in what they can do to avoid infection in their workplaces. The work of fishing crews takes place in confined spaces, where it is impossible to maintain physical distance and with the high risk of coronavirus transmissibility. Additionally, the often long periods of stay on board ships make it challenging to immunise them on the pre-established schedule for the general population. Europêche and ETF believe that this unique situation requires a special approach to vaccinations and call on Member States to develop new protocols at once.

“The fisheries sector has been recognised as an essential and strategic sector during the pandemic for its vital work in the supply of seafood and food security,” says Ment van der Zwan, Europêche Spokesperson in the European social dialogue. “To protect the supply, we need to protect the workers that support it and guarantee their speedy access to vaccines“.

The social partners have outlined a list of guidelines that can help states establish vaccination protocols for fishers in a way that responds to their specific working environments. They call for prioritisation of fishers in vaccination, coordination of vaccinations through national authorities, and, where possible, provision of single-dose vaccines for workers who remain on board for long periods. They also emphasise the need to establish a right to receive vaccination not only in the flag state but also in their country of residence and in port states.

“This vaccination must be available for all crews operating under European flagged vessels, whatever their nationality,” added Juan Manuel Trujillo Castillo, ETF Fisheries Section Chair. “This is common sense, particularly for the numerous fishing crews working on vessels that operate for weeks without returning to port.”

The social partners’ appeal aligns with the recent call of five UN agencies, encouraging governments to “give priority to fishers, seafarers and aircraft crews in their national vaccination programs.”

ETF and Europêche call on the European Commission to urge EU Member States to support the key workers of the fishing industry during the coronavirus crisis and prioritise their access to the vaccine to keep essential fishing operations running.

Last Friday an “explanatory note” on the revision of the EU-fisheries control system was reportedly circulated by the European Commission services to a few Members of the European Parliament (MEPs), mainly within the Committee on Environment. The note sounded the alarm about the position democratically adopted in the Committee on Fisheries (PECH) which “could reward and legalise underreporting, lead to massive overfishing and allow illegal discards to continue undetected and threaten the sustainable exploitation of marine biological resources”. According to Europêche, these statements unfairly put into question the good record of compliance of EU fleets, damages the image of the sector, lacks empathy with fishers and connection with fisheries’ realities. On top of that, the note clearly interferes the independent co-legislator role of the European Parliament.

Beyond the skewed content of the note that contains half-truths and apocalyptic statements not based on factual data, what is most shocking to Europêche is the fact that the note seems to be aimed only at a reduced group of like-minded MEPs, not specialized on fisheries-related issues, with the sole apparent goal of generating political support and momentum to crush the Parliamentary position democratically adopted by the Members of the PECH Committee.

Against this scenario, European fishers have sent an open letter showing their irritation towards a European Commission who portrays its own fishing industry as illegal predators and structural rule-breakers. Europêche perceives this attitude as a seed of an increasing anti-EU sentiment among fishers.

Daniel Voces, managing director of Europêche, declared: “EU fishers and their organisations wish to have a continued constructive partnership with the European Commission, but this seems increasingly difficult when DG MARE considers and describes its own industry as a destructive force”.

These unfounded allegations add up to the long list of existing problems that the EU fishing industry must already cope with and for which it needs the political support of the European Commission and its Fisheries Commissioner. The Brexit outcome, the implementation of the post Brexit situation in the North Sea and the NE Atlantic, the spatial claims on fishing grounds by renewable energy and marine protected areas as well as the on-going market impact of Covid-19, just to name a few of them.

In light of the above, Europêche urges the Commission to stop casting a shadow of suspicion on the sector and its compliance as a whole as well as to respect the democratic decisions adopted by specialized Parliamentary Committees. “The debate on complex and technical issues, such as the control regulation, should be done in a transparent manner and always seeking the outcome of rational policies which, in the end, will have to be applied by fishers”, concluded Mr Voces.

The Council has reached today a political agreement with the European Parliament on a new EMFAF regulation to provide a simplified fund for fishermen with the aim to modernise the fleet, support data collection and efficient control and strengthen international ocean governance. Despite the push from the European Parliament to top up the original budget proposal[1] by 614 million (10% increase), and the Commission’s additional funding proposal of €500 million to help the sector recover from the impact of Covid-19 (8% increase), EU governments decided already in July a cut of € 32 million, resulting in a financial envelop of € 6.108 billion.

Daniel Voces, managing director of Europêche, declared: “Now more than ever the support from the EU is fundamental not only to face external challenges such as the Covid-19 or Brexit but also to implement ambitious policies such as the EU Green Deal. With such a difficult scenario and ambitious policies on the horizon, the sector would have expected a higher budget. We regret that the Council has not followed the proposals from the Parliament nor the Commission to increase the financial envelop to meet the pressing challenges confronting us”.

On a positive note, the new fund moves away from rigid descriptions of financing possibilities and eligible measures, only prescribing conditions on certain fleet subsidies to ensure a level playing field and sustainable investments. Under the new philosophy, operations not explicitly forbidden will be permitted, granting greater legal security to Member States and fishermen.

The new EMFAF will continue financing operations to modernise and improve energy efficiency, health, safety and working conditions for all fleets regardless of the size of the vessel. Only three specific operations will be exclusively granted to vessels below 24 metres. These are: 1. the replacement of engines with the aim to increase energy efficiency and reduce CO2 emissions; 2. incentivise access to the sector by supporting the first acquisition of vessels by young fishermen; 3. as a novelty, in line with the long-standing call of the sector, operations that require more space on board such as renovating accommodation for the well-being of the crews. Europêche regrets that the call from the Parliament to extend these measures to the whole fleet was finally not taken on board, especially since larger boats are actually subject to binding international legal obligations.

Europêche welcomes that the new EMFAF may support the temporary cessation of fishing activities for up to 12 months per vessel or per fisherman during the programming period. However, from now on, no compensation will be granted for fishermen in case of non-renewal of a fisheries agreement with a third country. The sector also welcomes the reintroduction of permanent cessation or decommissioning schemes. Thanks to the Parliament, the new fund has included new measures to help fishermen respond to exceptional crises, such as Covid-19, that cause market disruptions such as storage aid and compensations to operators for their income foregone or additional costs.

The industry appreciates the Council’s request for the continuity of the financial support for key actions such as fisheries control and enforcement, including the purchase, installation and management of tracking and electronic systems for all vessels used for control purposes.

Given the Covid-19 situation and the disruption of the markets, Europêche calls on the Commission to facilitate the extension of the current EMFF funding, including the emergency measures adopted last year, allowing its full use until the national operational programmes specifying how governments intend to spend the money are in place.

The sector appreciates the efforts made by the European Parliament rapporteur Gabriel Mato to fight for a fund that enables the EU fleet to fish better, not to fish more, fully in line with WTO’s mandate to end harmful subsidies.

[1] Commission proposal in 2018 (in current prices): € 6.14 billion. This represented a 5% drop compared with the current EMFF budget (2014-2020) mainly to compensate the upcoming Brexit gap in the EU Budget.

The Secretary General of the Spanish Fisheries Confederation (CEPESCA), Javier Garat, has been re-elected as President of the European Fisheries Association, Europêche. The Dutch representative, Gerard van Balsfoort, President of the Pelagic Freezer-Trawlers Association (PFA), and the French delegate, Marc Ghiglia, Chief Executive of the United Fishing-Vessel Owners’ Organisation of France (UAPF) have also been re-elected as vice-presidents. The management team appointment was unanimously agreed by members of Europêche during the General Assembly held today. Europêche, the foremost trade body representing the fishing industry in Europe, continues relying on the expertise of the board to address the many challenges faced by the sector and promote a new narrative to refresh the image of the sector.

The board of Europêche will remain at the head of the organization for the next two years to defend the interests of fishermen and fishing-vessel owners before the European institutions. Javier Garat, President of Europêche, declared: “I am grateful for the trust that the members of Europêche have placed in the management team and for the recognition of the work done in the defence of a sustainable fishing activity, both from an environmental and a socio-economic perspective”. He continued: “Now more than ever, the European fishing industry must stand united to deal with common threats such as the Covid pandemic, Brexit or climate change. We are ready to face these challenges together and our commitment is to stand behind our companies and boost their competitiveness within a level playing field to lead EU’s economic recovery”.

During the next term, Europêche will promote a new narrative to turn fisheries from a problem into a solution, showcasing that fish food security can go hand in hand with the protection and restoration of marine biodiversity. According to Europêche, scientific data has shown that the majority of fish stocks in the Atlantic have recovered in a record time and that overfishing in the EU is at an all-time low. In addition, the sector has done its homework by reducing its greenhouse gas emissions by 40%. This, coupled with the fact that wild-caught fish has one of the lowest environmental footprint, the fishing sector is placed in the front-running position to achieve the targets of the EU Green Deal and combat climate change.

Europêche also aims to place the human element of the sector, fishermen, at the core of EU fisheries policies and their recognition as guardians of the sea through their fight against marine litter.

Likewise, Europêche will continue to work on the revision of the Fisheries Control System and the European Maritime and Fisheries Fund (EMFF) which must be modernised and simplified to meet the needs of the industry and avoid current excessive bureaucracy. Other central policy actions such as strengthening the external dimension of the CFP, creating a level playing field in the EU market, revising the landing obligation or securing abundant fishing opportunities for the fleet, will play an important role in Europêche’s agenda.

Last year the EU adopted a Multiannual Management Plan (MAP) of demersal fisheries in the Western Mediterranean that regulates the fleets, mainly trawlers, from Italy, France and Spain. Back then, the sector criticised the introduction of severe spatial-seasonal trawl closures and the harsh reduction of the activity at sea from the first year of implementation of the new rules. The fishing industry strictly complied with these measures even though undermined the viability of the Mediterranean fleets. Fishermen, now facing the consequences of the COVID-19, fear further cuts which would lead to a considerable decline in the number of fishing vessels, jobs and fish supply.

The pioneering Mediterranean MAP regulates key demersal fish stocks through a fishing effort regime combined with closure areas. EU legislators also agreed that Maximum Sustainable Yield (MSY) levels shall be achieved on a progressive basis by 2025 in consideration of the socio-economic impact a faster achievement may have.

The sector recalls that an effective implementation of the MAP requires better understanding the state of demersal stocks, including juveniles and spawners. For that reason, Europêche reminds that before proposing further measures or even considering fishing effort cuts, it is fundamental to assess the effects of the restrictions recently put in place by the Mediterranean MAP.

The sector also alerts on the socio-economic consequences of the second COVID-19 wave. According to Europêche, the pandemic is putting to the test European economies that see once again in many countries the closure of HORECA channels, lack of tourism, extremely low fish prices and health problems. This is causing a major impact in the income of fishermen and it does not seem likely to improve in the short or medium-term, particularly in the Mediterranean.

Under these exceptional circumstances, Europêche calls on the European Commission to be sensitive and as flexible as possible in the implementation of the newly adopted MAP in a way that does not aggravate the socio-economic consequences caused by this pandemic.

Daniel Voces, Managing Director of Europêche, declared: “The sector scrupulously complied with the area closures and the target of reducing fishing effort by 10 % during the first year of implementation of the plan. Certain trawl fleets in Spain even reached reduction levels above 20%. Now, we hear that the European Commission is considering to further cut fishing effort in 2021 for EU trawlers operating in the Western Mediterranean by 15%, disregarding the flexibility to achieve MSY levels by 2025. This would definitely put a final nail in the coffin of many fishermen in the Mediterranean. Our fishermen more than ever need to keep working to overcome the catastrophic socio-economic consequences brought about by this horrible pandemic.”

Charlina Vitcheva, the new Director General of the DG for Maritime Affairs and Fisheries, was welcomed yesterday by the representatives of the European fishing sector, Europêche and EAPO. The meeting allowed the fishers’ representatives to present and discuss the key topics with Ms Vitcheva.

The new Director agreed with the fishing industry’s claim for better positioning fisheries in the EU Green Deal and in the Farm to Fork Strategy. While supportive of the Green Deal goals as such, Europêche and EAPO objected against setting unrealistic and very harmful objectives, such as fencing-off 30% of EU seas as Marine Protected Areas (MPAs) or phasing-out bottom trawling. The industry pointed in this context to the recent positive FAO report that shows that about 80% of the fish consumed worldwide comes from sustainable stocks. In the EU, according to the Commission’s latest communication, more than 99% of the landings in the Baltic, North Sea and the Atlantic managed exclusively by the EU will come from sustainably managed fisheries in 2020. The importance of seafood for a healthy, low carbon footprint diet was underlined and this meant that seafood should be promoted in the Farm to Fork strategy.

EAPO and Europêche reflected on the consequences of the Covid-19 crisis. Europêche president Javier Garat emphasised that: “We continue fishing through the crisis to provide sustainable healthy food to the consumers, but the drop in demand and prices has not recovered and the upcoming economic crisis will affect markets and our sector for a considerable time to come”. The mitigating measures taken by the Commission were welcomed by the industry and who pleaded for a rapid unlocking of €500 mln additional fisheries funds.

Other central topics were discussed such as the ongoing revision of the control regulation. EAPO and Europêche underlined the need for a simpler regulation with less administrative burden. Also the increased use of marine space by MPAs and windfarms led to the sector’s call for support of the Commission to guarantee continued fishing activities at sea for ensuring food security and supporting coastal communities across Europe.

Europêche and EAPO asked the European Commission to make life easier for fishermen since they have to face far too many regulations and bureaucracy of such complexity that hampers daily fishing operations. In this context, the fishing industry called on the Commission to be sensitive and as flexible as possible in the implementation of the newly adopted multi-annual plan for the western Mediterranean in a way that does not aggravate the socio-economic consequences caused by this pandemic. Furthermore, both organizations have proposed DG Mare to eliminate the regime of the autonomous tariff quotas (ATQ) for tuna loins at zero-duty tariff because it has been demonstrated that there is enough raw material available that this ATQ distorts the tuna market. In this sense, the sector also informed the new DG about the importance of guaranteeing the level playing field to ensure the competitiveness of the EU fleet.

On behalf of the industry, EAPO president, Pim Visser invited Ms. Vitcheva: “To visit one of our ports and see all the aspects of the food supply insured by the fishing industry”. Follow-up meetings to exchange views will also be welcomed.

The European Commission has unveiled today its proposal for an EU Biodiversity strategy calling for urgent action to protect nature in the EU and worldwide. The strategy claims to set up a full transformative plan towards an EU environmentally-friendly food production system that preserves and restores biodiversity. Europêche agrees that the EU must be ambitious in setting high environmental standards but not at the cost of increasing imports and lowering EU food production. EU fishermen oppose the new strategy since it is discriminatory, undermines the viability of the sector by decreasing its productivity and capacity to invest in improving social and environmental performance, further restricting the sustainable use of the oceans, subjecting fish products to additional taxation and making fisheries the target of discrediting campaigns.

European seafood is famous for being safe, nutritious, of high quality and produced under a well-developed and effective fisheries management system. EU vessels are subject to hundreds of European and national rules to ensure a responsible and sustainable activity. Many more conservation measures for fishery resources, including by-catch, and for the protection of marine ecosystems have been adopted by the EU only last year. The sector assures that, at present, EU fisheries poses no threat for the long-term preservation of fishery resources.

The European Commission strategy claims that nature is in crisis due to the overexploitation of resources, climate change, pollution and invasive alien species and that more species risk extinction than at any point in human history. To revert the situation, the EU governing body proposes to increase the marine protected area (MPA) coverage from 10% to 30%, including a 10% no-take zone for strict conservation purposes, maintain or reduce fishing mortality to or under maximum sustainable yield (MSY) levels and increase offshore windfarms even in vulnerable areas under the guise of a win-win solution.

Europêche regrets that the strategy does not appreciate at all the huge improvements in EU fish populations. According to the latest scientific figures, in the North East Atlantic there is 50% more fish at sea in only ten years and overfishing in the EU is at an all-time low. In addition, almost 100% of the landings from EU-regulated stocks in that area come from catches fished at the MSY levels. It also fails to recognise that fishing has the lowest carbon footprint if compared with other food production industries, since wild-caught seafood does not require being artificially fed, the use of water supply, antibiotics or pesticides.

The fishing industry criticises that while for fishing there are strong binding targets, other maritime industries such as oil, gas, dredging, aquaculture or shipping that have a massive carbon footprint, displace animals, disrupt ecosystems and biodiversity are not even mentioned. Europêche qualifies this as discriminatory treatment and window-dressing since the Commission is trying to greenwash the image of the EU through fisheries restrictions.

Furthermore, according to Europêche, the socio-economic consequences of the disproportionate targets are clearly missing since the strategy will consider impact assessments only as a second step. For fishermen, this is putting the cart before the horses. In this line, it is crucial that other effective area‐based conservation measures are considered on an equal footing with MPAs and developed in close cooperation with fishermen given the tremendous socio-economic costs of these measures.

Europêche argues that, when indicating the economic benefits of MPAs – largely related to tourism, ocean energy and recreation – the Commission fails to mention that the economic benefits generated by these sectors have a negative impact on biodiversity, fish stocks and ecosystems. Furthermore, the Commission heavily relies on tourism and recreation as the main sources of new jobs and growth, two sectors that are very much struggling due to the COVID-19 pandemic.

Daniel Voces, Managing Director of Europêche declared: “Closing off parts of the ocean to fishing actually conflicts with fundamental Sustainable Development Goals such as increasing food security and reducing poverty – both of which require the use of the ocean. We are shocked to read that while fishing would be heavily restricted or closed in protected areas, offshore wind farms will be permitted and even prioritised. The Commission already tried in the past to convert the oceans into a mining extraction site and now wants to transform our seas into the new European energy engine”.

Fishing industry representatives fear that the combined effect of Brexit, the expansion of offshore wind farms, 30% MPAs plus stronger environmental EU regulations such as Natura2000, could restrict access to traditional fishing grounds to the point that fishermen would have nowhere to fish.

By 2030 the world’s population is expected to top 8.5 billion with the same right for healthy and high quality food supply. According to Europêche, the Commission should focus on how to produce more seafood in a sustainable manner rather than further closing traditional fishing areas. The strategy, as it is, would reduce the productivity and force Europe to import more from 3rd countries which are far from the European environmental and social standards. In light of the trade disruptions created by the COVID-19 crisis, the EU cannot risk further reduction of our fisheries in exchange for more seafood supply from overseas from an environmental, social and food security point of view.

The Commission proposes to phase out bottom trawling. The fishing industry rejects this proposal since it would prevent the use of one of the most common, certified, regulated and researched fishing gears in Europe. Bottom-trawling is the only viable way of fishing for key species such as sole, megrim, plaice, Greenland halibut, shrimps and nephrops which are fished at MSY levels.

Javier Garat, President of Europêche, concluded: “Despite the recovery of the stocks and biodiversity, mitigation of environmental impacts and lower greenhouse emissions, the Commission refuses to acknowledge these achievements and uses fishing as the easy scapegoat to launch their environmental campaign. We want a real strategy with proportionate, rational and achievable objectives where all industries are treated on an equal footing, not an ill-founded proposal based on stereotypes. Therefore, we call on the European Parliament and Member States to stop this derailing train and send the proposal back to the Commission for full revision, so as to include the full cost of the policy in terms of impacts by the new users of space, intensification of fishing in limited space, reduction of fishing pressure and food production, elimination of trawling without a viable alternative and impact on exporting the environmental debt of the EU to developing countries. If the strategy is not changed, the Commissioner will fail to live up to his promise not to single out any of the pillars of sustainability – social, economic and environmental – during his mandate”.

Today, the European Parliament and this week, the Council of the EU, in a coordinated and concerted effort, swiftly adopted their position on the European Commission proposal establishing a set of ambitious measures under the European Maritime & Fisheries Fund (EMFF) to tackle the impact of the Covid-19 pandemic in the fisheries sector. The EU Social Partners in the Fisheries Sector – Europêche and ETF – welcome the positive step forward towards the final adoption of this legislative proposal which will provide much-needed support to fishermen. The sector looks forward to a speedy and flexible implementation of the provisions in the Member States.

Just a couple of weeks ago the European Commission presented its proposal, putting forward the necessary legislative modifications to allow Member States more flexibility to reallocate funds under the EMFF so they could be destined to mitigate the impact of the coronavirus where needed. The Commission also modified EMFF-provisions to allow aid for those fleets forced to stay in the port due to quarantine measures, operational problems or market disruptions. Both the Council and the Parliament, in an unprecedented and rapid manner, not only endorsed the proposal but added further flexibility. These EU institutions included new vessels and fishermen on foot, who are mostly women, as eligible for support in case of temporary cessation as requested by the industry.

Ment van der Zwan, Europêche’s spokesman on social affairs, declared: “We welcome the extraordinary measures quickly adopted by EU authorities. We still urge the European Commission to take further steps to effectively cope with the crisis. These should include the possibility to transfer up to 25% of this year’s unused quota to 2021, measures to compensate the loss of income of fishermen suffering a huge fall in first-sale prices and the injection of extra-funding for countries that have spent most of their available national funding under the EMFF. On top of this, we call on the Commission to launch a seafood promotion campaign in order to boost consumption levels throughout the EU and recognise the hard work and dedication of our fishermen.”

Juan Manuel Trujillo, workers’ spokesman in the EU social dialogue committee on sea-fisheries, concluded: “The financial package will certainly bring relief and stability to fishermen and their families. As food providers, they need to be identified as essential workers at all levels. In this context, we call on EU institutions to put all efforts to find solutions for the safe repatriation of fishermen who are enduring travel and disembarkation restrictions across the world, allowing for the necessary crew changes. Furthermore, they need priority access to Covid-19 tests and protection means such as masks and gloves.”

The EU Social Partners call upon the Member States to fully implement these extraordinary measures in an effective and balanced manner in order to compensate and relieve both operators and workers to guarantee a future for local fishing communities and the European industry overall.

The European Commission today published a legislative package in response to the severe economic impact of the COVID-19 pandemic on the fishing industry. The proposed framework unlocks existing EU funding and market schemes to support affected fishers. The EU fishing industry welcomes the emergency measures proposed by the Commission to try to mitigate the adverse effects of those who are being directly threatened by the crisis and to calm the tension in our markets. The sector looks forward to a quick adoption by EU authorities allowing a speedy and flexible implementation of the provisions in the Member States. The Industry is disappointed that no extra-funding is included and is calling that this be addressed as a matter of urgency in light of the fact that otherwise the measures proposed will not be effective to cope with the unprecedented crisis.

In its proposal the European Commission has put forward the necessary legislative modifications to allow Member States more flexibility to reallocate and transfer unused financial means of their fisheries funds (EMFF) so it can be destined to mitigate the impact of the coronavirus where needed. The Commission also modifies EMFF-provisions to allow aid for those fleets forced to stay in the port due to quarantine measures, operational problems or market disruptions. Member States may apply this support with retroactive effect from 1st February 2020. The Commission also reintroduces storage aid mechanisms for fish unsold due to the lack of market demand or extremely low prices, with a view to fostering the stabilisation of the markets.

While welcoming these fundamental changes, the Industry however would have liked to see a higher level of ambition regarding the measures proposed. In this context, Mr Garat, President of Europêche, declared: “We are facing a paradox: EU and national governments are encouraging our operators to continue fishing but, for the moment, they are not tabling any measure to compensate the loss of income faced by our companies due to the huge reduction of up to 50% of fish prices threatening their financial viability. It should be seen as fundamental that our fishermen continue to supply healthy food under these very difficult circumstances. Therefore, it is essential for them to receive a certain level of income compensation through the EMFF or other funds to make this possible.”

Pim Visser, President of EAPO commented: “The COVID-19 pandemic will have tremendous and unpredictable implications for the future of our industry. We appreciate the efforts and legislative changes made by the Commission to unlock and redistribute the existing funding possibilities. However, many countries have already spent or committed most of their available national funding under the EMFF. In addition, the market situation, once the public health crisis is under control, is expected to be very difficult. Therefore, extra-funding should be injected in the fisheries fund by the EU, in order for these measures to effectively cope with the crisis. We are just in the midst of a horrific storm and we do not know how long it will last.”

Javier Garat, concluded: “The fishing industry is a vital, sustainable and responsible sector, committed to continue fishing and maintaining food security. However, the fishing sector has been hit particularly hard by the COVID-19 crisis. If we want to have a healthy fishing industry after the crisis we need additional funding and full flexibility in the interpretation and application of any new rules.”
