Through this alliance, they seek to amplify their impact by forging common ground and promoting collaborative initiatives to reach out to a wider audience. “We need society to be aware that fishery and aquaculture products represent a low-carbon source of animal protein that offers significant advantages for human health, climate impact and sustainability. Seafood consumption is good for the people’s and planet’s health.”

By uniting efforts, the alliance intends to bring these topics to the forefront of EU and global policy discussions. “We believe that by aligning our efforts, we can achieve meaningful progress in advancing the positive message of seafood consumption,” said the representatives from the five associations. “Together, we can effectively communicate the value of our products, advocate for supportive policies and drive positive change.”

During the gathering there was a unanimous call to return to a model within the EU institutions where primary food production, including fisheries and aquaculture, is prioritized alongside agriculture to ensure food security in our market.

The repositioning of the fisheries and aquaculture mandate high in the European Commission’s agenda is crucial and should be implemented during the upcoming political mandate period (2024-2029). This adjustment aligns with the structural framework outlined in the Treaty on the Functioning of the European Union, which considers agriculture and fisheries as separate but equally significant EU policies.Final del formulario

The alliance also aims to raise consumer awareness regarding how seafood is produced, their nutritional benefits and the people behind the products they buy.

This collaborative effort marks a significant step forward in advancing the EU fisheries and aquaculture aspirations and underscores the commitment of AIPCE CEP, EAPO, EUROPECHE, and FEAP to drive positive change through coordinated action.

AIPCE CEP, EAPO, EUROPECHE, and FEAP are leading associations representing the EU fisheries and aquaculture industry. They work tirelessly to promote the interests and sustainable development of their sectors at EU level and beyond, advocating for policies that support industry sustainable growth and responsible practices.

The EU fishing industry is highly disappointed that the Northeast Atlantic Coastal States, despite intensified efforts over February and March, again failed to successfully conclude their negotiations on a sharing agreement for the Northeast Atlantic mackerel fishery. With talks not being resumed before the end of September, there is a risk of some parties again setting excessive unilateral quotas, which would lead to another year of catches exceeding the Total Allowable Catch that has been set in line with scientific advice. In that case, the EU fishing industry strongly urges the European Commission and the Council of the EU to take concrete action and make use of the instruments at their disposal, such as select trade measures.

Parties had set themselves a deadline of 31 March 2023 to reach an agreement on the allocation of Northeast Atlantic mackerel quotas. They held three further rounds of consultations during the months of February and March in London and Nuuk (Greenland), but to no avail. Talks are now suspended until the end of September, with the position of Chair moving from the UK to Iceland.

Tim Heddema, spokesperson for the EU pelagic fishing industry, comments: “Unfortunately, in these negotiations there seems to be a distinct lack of constructive diplomacy, with tactics of antagonising predominating over relationship building. While we commend the efforts of the European Commission on behalf of the EU, it is our understanding that other parties did not want to engage in a final push towards a deal, leading to a premature end of the final round in the last week of March. We’ve seen parties act in an almost Trumpian way, overasking significantly while blaming others to be too ambitious. It also appears difficult to exclude the flawed, one-dimensional criterion of zonal attachment, promoted by some Coastal States, from the discussions”.

In the absence of an agreement, the industry in the EU calls on parties who have in recent years set inflated quotas for themselves not to repeat this unsustainable and unacceptable behaviour. It also urges anew the Commission and the Council to act decisively if such a situation occurs, for example by using its power as the main market for the other Coastal States’ seafood exports.

Heddema adds: “The concerns of other stakeholders like processors, retail and sustainable fisheries certifiers are legitimate. They would however do well to recognise the responsible fishing behaviour of the EU and the UK, who have stuck to the shares agreed in 2014 by the main Coastal States. This has been a factor in the resilience of the stock, which in scientific terms has suffered overfishing but is not overfished, meaning biomass is still within safe limits. What we need now is an all-inclusive agreement, between all six Coastal States, respecting real track records, not those artificially and irresponsibly increased. Any more delay will heavily affect the fishing opportunities and market position of EU fishers. The EU industry will continue to fish sustainably and to engage with all involved, to help protect this valuable resource”.

One month after the publication of the European Commission ‘Action Plan: Protecting and restoring marine ecosystems for sustainable and resilient fisheries’ , fishing industry leaders have met in Brussels and have invited Member States to jointly analyse the nature, impact, and consequences of this initiative. All parties agreed on the need to protect vulnerable marine ecosystems as well as sustainable fisheries and considered a different approach than that of the Commission to achieve this goal. Some Member States showed concerns about the European Commission proposal to gradually ban bottom fishing in 30% of EU seas by 2030, especially given the lack of socio-economic impact assessment and the necessary underpinning science. The legal nature, proportionality, and the timeline to implement the measures proposed by the Commission was also questioned by some countries. Member States also put emphasis on the need to guarantee food security at a time where the strategic autonomy of Europe is high on the EU agenda. Member States appreciated the constructive dialogue with the sector.

The fishing sector represented by the EBFA, Europêche, and EAPO would like to express its gratitude to EU governments for the continued dialogue in search of the best way to implement EU regulations and the CFP, identifying ways to effectively protect vulnerable marine ecosystems and feed a growing population whilst reducing our dependency from foreign seafood imports.

The sector unanimously feels that the Action Plan places a heavy and disproportionate burden on the EU fleet, which is still struggling with the consequences of Brexit, the Covid pandemic, inflation, and the energy crisis. Likewise, according to the sector, it also places additional stress on Members States that will have to deal with objectives not justified by science and bound to negatively affect entire fishing dependent communities under an unrealistic timetable.

The sector recalls that the bottom fishing ban is a completely new objective, not based on any international or European rule, that will not follow the ordinary legislative process. This approach limits the political debate, the opinion of national administrations, and the European Parliament in the decision-making process. For the sector, it is clear that if there is any change to the Common Fisheries Policy, the Commission must follow the established legislative process: Through the Council and the European Parliament.

Iván López van der Veen, Chair of EBFA, declared: “National authorities have a specific mission and responsibility vis-à-vis their citizens to implement EU rules, secure jobs, and supply the market with sustainable seafood. It is therefore difficult to understand that the European Commission has chosen to adopt an Action Plan, without consulting Member States, despite putting them at the centre of the debate with the fisheries package. The legal nature of the instrument selected also raises legal questions. Since it is not EU law, citizens and companies, or even Member States, affected have no right to challenge in court the disproportionate impact of the Action Plan, leaving them defenceless. In a nutshell, no consultation, no debate, and no possible legal defence because of the path the Commission selected to bring its proposals forward”.

The sector therefore considers the prohibition of bottom mobile gears as an objective clearly disproportionate, unjustified, not based on the best available science, and contrary to international commitments. During the meeting, the sector reiterated its call on the Council and the European Parliament to halt the Action Plan as proposed by the Commission.

Recommendations are a wish-list of unrealistic and unachievable targets far from the fisheries realities. An unworkable EU Taxonomy will impact on the ability of operators to attract funding for their sustainable fishing activities.

The EU Taxonomy aims to become a tool for companies and investors to help identifying those projects and economic activities that have a substantial positive impact on the climate and the environment. In 2020, the European Commission set up expert groups to produce criteria to categorise environmentally sustainable economic activities for each sector. However, the expert group for fisheries did not include any fishing industry stakeholder, only NGO representatives. As a result, the group produced unrealistic recommendations to the European Commission who is now working on a new bill.

Javier Garat, President of Europêche, declared: “This unbalanced situation has led to significant gaps in the platform’s knowledge and expertise about the fisheries realities. Likewise, this serious deficiency in the composition of the platform puts into question the legitimacy and validity of the work delivered by the expert group for fisheries”. Mr Garat continues: “We note with concern that the European Commission has ignored our call to re-open the expert group’ member list to industry representatives (i.e., fishing vessel owners, producer organisations, trade unions, specialised financial services, fish processing companies and retailers)[1]. Regrettably, the debates and discussions held within the Platform are not disclosed nor publicly available”.

The sector reiterates that the European Commission must consult relevant EU Advisory councils[2] specialised in fisheries, before submitting any “expert” outcome to the scrutiny of the public or as a recommendation to the European Commission.

Esben Sverdrup-Jensen, President of EAPO, commented: “European fishers are global leaders in sustainability, and we are more than interested in documenting and proving this fact. But the effect of this lack of expertise can be read throughout the sections in the report and annex concerning fishing with unworkable criteria and unachievable targets that go way beyond existing EU legislation, internationally agreed standards and the fishery reality. These include 100% observers on board, no-take zones, no discards and rejection by definition of bottom trawling as a sustainable activity. As a result, the vast majority of the EU fishing industry will not be able to reach alignment with the criteria, especially small-scale artisanal vessels”.

Europêche and EAPO unanimously concluded: “It is rather strange that the NGOs participating in the expert group (and the European Commission at this stage) are reluctant to reform the current CFP basic regulation[3] while, in the taxonomy, NGOs propose the introduction of completely new standards based on cherry-picking science. To the point that some of the studies referenced as scientific basis are, in reality, reports conducted by the very same NGOs participating in the expert group (e.g., Birdlife, Bycatch Mitigation FACT-SHEETS 2014). Isn’t it biased that a member of the platform is quoting its own study to underpin the recommended policy criteria? Isn’t this a conflict of interests? We can only conclude that the proposed criteria appear is a “wish list” of NGO claims that tried without success to insert them in other EU legislative acts (e.g., fisheries control regulation, multiannual management plans) and now, once again, within the framework of the taxonomy without any real debate”.

Lastly, Europêche and EAPO question the auditability of the proposed criteria. Particularly given the fact that the bodies providing scientific advice to the EU do not provide the level of detail for the information required under the screening criteria.

While appreciating the timely updates on the state of play of taxonomy by DG MARE, the industry fails to understand how and why the Directorate on financial affairs (DG FISMA) did not request any stakeholder representation from the fisheries value chain at any point.

The European Commission recently published a legislative package for state aid measures and financial compensation under the new Fisheries Fund (EMFAF) to support the fishing sector following the aggression against Ukraine by Russia. The EU fishing industry has thanked Virginijus Sinkevičius, Commissioner for the Environment, Oceans and Fisheries, for the quick call for a second meeting to take stock on the measures adopted. At the meeting, the sector represented by Europêche and EAPO, agreed with the Commissioner on the need for speedy and flexible implementation of the provisions in the Member States as well as for the approval of some additional measures under the current Fisheries Fund (EMFF).

The EU fishing industry has appreciated the quick action from the Commission adopting emergency measures to try to mitigate the adverse effects of those who are being directly threatened by the energy crisis and to calm the tension in our fish markets.

Javier Garat, President of Europêche, declared: “The sector certainly welcomes the European Commission’s rapid action to unlock funding so that Member States can provide as a matter of urgency financial aid to our fishermen. Given the fact that governments are reacting differently to the situation and adopting measures at a different pace and extent, it is now fundamental that the Commission pushes national authorities to quickly put in place these authorised measures and reduce red tape to guarantee a level playing field. Equally important is to produce as soon as possible a guidance document for Member States to better understand whether different aid schemes can be cumulated. Certainly our fishers need all the support they can get”.

The sector recalled that the priority for fishers is to continue fishing, supplying seafood and maintain the employment. However, under these exceptional circumstances, even with the financial aid, some companies will not be able to fish. It is therefore important to help fishers who have to temporarily cease their activities, given the fact that in many cases aid will only arrive months later. The industry argued that this also reinforces the point that the ceiling for state aid per fishing vessel under the temporary framework should be raised, since this type of support can reach companies in a matter of weeks.

Esben Sverdrup-Jensen, President of EAPO, concluded: “Fishing vessels have been in port for a long time and the fish seasons for certain species will be over soon, for instance blue whiting. To tackle the situation we need to provide fishers the option to carry over more than the existing 10% of their fishing quotas to next year. After all this is a key free-of-charge measure that was already put in place back in 2015 with the Russian invasion to Crimea. This will secure employment and income. We need to prepare for every future scenario”. He continued: “We welcome the Commission’s commitment to analyse the situation on a case-by-case basis based on quota consumption. We support the request of an ICES advice for the affected fish stocks to analyse the feasibility of quota banking. It is in everybody’s interest to secure the sustainability of the fish populations”.

The sector also appreciated Commissioner Sinkevicius’ announcement that his services are working on the amendment of the current EMFF (2014-2020) to fully utilize the fund and to unlock the remaining unused 1 billion Euros to help the sector.

The European fisheries sector met this morning with Commissioner Sinkevičius in view of the sharp rise in energy and logistics prices due to the invasion of Ukraine. If the activity collapses, there could be problems with the supply of fishery products in a matter of weeks.

The European fisheries sector has thanked Virginijus Sinkevičius, Commissioner for the Environment, Oceans and Fisheries, for the quick call for a meeting gathering all the stakeholders in the fisheries value chain affected by the situation. At the meeting, the sector, represented by Europêche and by the European Association of Fisheries Producer Organizations (EAPO), has reiterated to the Commissioner the need to adopt urgent measures in view of the turn of events, following the invasion of Ukraine by Russia and the impact that the war is already having on the activity of the European fishing fleets.

The President of Europêche, Mr Javier Garat, declared during the meeting that: “For months the sector has been facing a difficult economic situation enduring a steep increase in gas and electricity prices and logistic costs. Now, fuel prices are reaching an all-time high, exceeding €1/litre in many EU countries. 60 cents per litre, was already the price limit for our vessels to remain profitable. The situation is even worse than the fuel crises of 2008”. He continued: “For many vessels it is impossible to go to sea. Fishing vessels in all the Member States are tying up as a consequence of the sharp increase of energy costs. If the stoppage of the activity becomes a generalised problem, there could be problems with the supply of fishery products in a matter of weeks, even more so if sanctions are imposed on those of Russian origin.”

The sector has expressed to the Commissioner the need for an urgent reaction from the EU, similar to that adopted to face the consequences of Brexit and COVID. The fishing industry proposed action on five priority axes: use the EU Fisheries Fund to compensate operators for the additional costs, help fishers who have to temporarily cease their activities and support producer organizations for the temporary storage of fishery products. Likewise, it was requested to increase the aid within the state aid framework up to 300,000-500,000 € per vessel, and to increase the year-to-year quota flexibility from 10% to 25%.

The sector has also pointed out the need for additional measures in coordination with the EU Member States, such as the reduction of social security contributions, the suspension of fish auction taxes, an extension period for COVID loans or a suspension/reduction of VAT on fish and shellfish aimed at alleviating the situation.

Sinkevičius emphasised that the Commission is taking the situation very seriously and working around the clock on solutions. He committed to study the measures urged by the sector and proposed to hold another meeting once the package of measures is more clearly defined.

Esben Sverdrup-Jensen, President of EAPO, concluded: “All efforts should be focused, where possible, on the continuation of the fishing activities to secure seafood supply as well as on providing financial assistance to those fleets forced to stop operations. Financial aid is critical, but flexible fisheries management is equally important. For instance, providing fishers the option to carry over more than the existing 10% of their fishing quotas to next year is a key free-of-charge measure”.

The sector firmly believes that the EU should focus on how to strengthen the seafood supply produced by EU companies, and not seeking for additional imports from anywhere in the world to fill the fish market gap. The second option cannot be a solution for an EU that wants to become more independent from 3rd country’s resources.

The EU fishing industry is calling for immediate EU action to stop Norway and Faroe Islands in their massive overfishing of the Northeast Atlantic mackerel stock. We reiterate our call on the EU Commission and Council to act swiftly and decisively on this reckless and irresponsible behaviour by using the instruments at its disposal such as trade measures and the IUU regulation.

In May of this year first Norway and then Faroe Islands decided to unilaterally increase their share in the mackerel fishery by 55% each. Now the fleets of Norway and Faroe Islands, but also the fleets of Iceland, Russia and Greenland, are massively targeting mackerel with as many vessels as possible. To a large extent their fisheries also take place in international waters. If this reckless and irresponsible behaviour continues with these coastal states fully utilising es their inflated, unjustified quota shares, the total mackerel catch will be 42% higher than the scientific advice that was agreed in November 2020 by all parties.

Gerard van Balsfoort, chair of the EU pelagic industry, organized under the banner of EAPO and Europêche, comments: “The EU cannot and should not let this form of extreme overfishing continue by these coastal states which is contrary to UN Convention on the Law of the Sea and particularly the 1995 Stradling Stocks Agreement. I find it incredible that at the same time as acting in such an irresponsible manner they portray themselves to be sustainable and responsible nations. There is no way Norway can defend itself for taking almost 300,000 tons or 35% of the scientifically advised total mackerel quota of 852,000 tons and then fish most of it in the international waters outside their 200 miles zone. Norway happily continues to export huge amounts of their seafood, including farmed salmon, to the EU market as if this is business as usual. The EU must immediately start using its power as the world’s largest import market for seafood and take action to stop such reckless and irresponsible behaviour”.

Picture: © Chris Gomersall 2020 vision

Today, Norway decided to go its own way on mackerel by deciding to increase its quota share by 55% from 191,843 tonnes to 298,299 tonnes. The mackerel stock is highly migratory and widely distributed passing through the waters of several coastal states in the Northeast Atlantic. Since 2014, EU, Norway and Faroe Islands have managed to agree on a joint sharing and management arrangement. Unfortunately, Iceland, Russia and Greenland have never been part of this arrangement.

Gerard van Balsfoort, chair of the EU pelagic industry, comments: “Norway’s unilateral increase by 55% of its share in the Northeast Atlantic mackerel fishery is a new low in our fisheries relations and totally undermines the effective management of our shared and widely distributed pelagic stocks. The EU should seriously consider to use its power as the world’s largest import market for seafood to take action to stop such reckless and irresponsible behaviour by Norway”.

Since 1 January this year, the UK has left the EU and became a new and independent coastal state. Everybody knew that this would create new uncertainties for all players in the Northeast Atlantic as the UK had to establish new fisheries relationships with the other coastal states, among them Norway. Until now it has not been possible for the UK to reach a fisheries agreement for 2021 with its direct neighbours Faroe Islands, Norway and the EU. UK’s negotiations with Faroe Islands and Norway have now officially been terminated without an agreement, while negotiations between the UK and EU are still ongoing.

Gerard van Balsfoort concludes that “it is extremely disappointing that Norway, that markets itself and its seafood products worldwide as the nation with the most prudent and responsible fisheries management system, now has chosen to act in such an irresponsible manner. It seems that Norway has left the path of constructive collaboration with other coastal states. The first signal of this was given already around Christmas last year when Norway unilaterally decided to unlawfully grab part of the Svalbard cod quota allocated to the EU for its own benefit”.

Charlina Vitcheva, the new Director General of the DG for Maritime Affairs and Fisheries, was welcomed yesterday by the representatives of the European fishing sector, Europêche and EAPO. The meeting allowed the fishers’ representatives to present and discuss the key topics with Ms Vitcheva.

The new Director agreed with the fishing industry’s claim for better positioning fisheries in the EU Green Deal and in the Farm to Fork Strategy. While supportive of the Green Deal goals as such, Europêche and EAPO objected against setting unrealistic and very harmful objectives, such as fencing-off 30% of EU seas as Marine Protected Areas (MPAs) or phasing-out bottom trawling. The industry pointed in this context to the recent positive FAO report that shows that about 80% of the fish consumed worldwide comes from sustainable stocks. In the EU, according to the Commission’s latest communication, more than 99% of the landings in the Baltic, North Sea and the Atlantic managed exclusively by the EU will come from sustainably managed fisheries in 2020. The importance of seafood for a healthy, low carbon footprint diet was underlined and this meant that seafood should be promoted in the Farm to Fork strategy.

EAPO and Europêche reflected on the consequences of the Covid-19 crisis. Europêche president Javier Garat emphasised that: “We continue fishing through the crisis to provide sustainable healthy food to the consumers, but the drop in demand and prices has not recovered and the upcoming economic crisis will affect markets and our sector for a considerable time to come”. The mitigating measures taken by the Commission were welcomed by the industry and who pleaded for a rapid unlocking of €500 mln additional fisheries funds.

Other central topics were discussed such as the ongoing revision of the control regulation. EAPO and Europêche underlined the need for a simpler regulation with less administrative burden. Also the increased use of marine space by MPAs and windfarms led to the sector’s call for support of the Commission to guarantee continued fishing activities at sea for ensuring food security and supporting coastal communities across Europe.

Europêche and EAPO asked the European Commission to make life easier for fishermen since they have to face far too many regulations and bureaucracy of such complexity that hampers daily fishing operations. In this context, the fishing industry called on the Commission to be sensitive and as flexible as possible in the implementation of the newly adopted multi-annual plan for the western Mediterranean in a way that does not aggravate the socio-economic consequences caused by this pandemic. Furthermore, both organizations have proposed DG Mare to eliminate the regime of the autonomous tariff quotas (ATQ) for tuna loins at zero-duty tariff because it has been demonstrated that there is enough raw material available that this ATQ distorts the tuna market. In this sense, the sector also informed the new DG about the importance of guaranteeing the level playing field to ensure the competitiveness of the EU fleet.

On behalf of the industry, EAPO president, Pim Visser invited Ms. Vitcheva: “To visit one of our ports and see all the aspects of the food supply insured by the fishing industry”. Follow-up meetings to exchange views will also be welcomed.

The European Commission today published a legislative package in response to the severe economic impact of the COVID-19 pandemic on the fishing industry. The proposed framework unlocks existing EU funding and market schemes to support affected fishers. The EU fishing industry welcomes the emergency measures proposed by the Commission to try to mitigate the adverse effects of those who are being directly threatened by the crisis and to calm the tension in our markets. The sector looks forward to a quick adoption by EU authorities allowing a speedy and flexible implementation of the provisions in the Member States. The Industry is disappointed that no extra-funding is included and is calling that this be addressed as a matter of urgency in light of the fact that otherwise the measures proposed will not be effective to cope with the unprecedented crisis.

In its proposal the European Commission has put forward the necessary legislative modifications to allow Member States more flexibility to reallocate and transfer unused financial means of their fisheries funds (EMFF) so it can be destined to mitigate the impact of the coronavirus where needed. The Commission also modifies EMFF-provisions to allow aid for those fleets forced to stay in the port due to quarantine measures, operational problems or market disruptions. Member States may apply this support with retroactive effect from 1st February 2020. The Commission also reintroduces storage aid mechanisms for fish unsold due to the lack of market demand or extremely low prices, with a view to fostering the stabilisation of the markets.

While welcoming these fundamental changes, the Industry however would have liked to see a higher level of ambition regarding the measures proposed. In this context, Mr Garat, President of Europêche, declared: “We are facing a paradox: EU and national governments are encouraging our operators to continue fishing but, for the moment, they are not tabling any measure to compensate the loss of income faced by our companies due to the huge reduction of up to 50% of fish prices threatening their financial viability. It should be seen as fundamental that our fishermen continue to supply healthy food under these very difficult circumstances. Therefore, it is essential for them to receive a certain level of income compensation through the EMFF or other funds to make this possible.”

Pim Visser, President of EAPO commented: “The COVID-19 pandemic will have tremendous and unpredictable implications for the future of our industry. We appreciate the efforts and legislative changes made by the Commission to unlock and redistribute the existing funding possibilities. However, many countries have already spent or committed most of their available national funding under the EMFF. In addition, the market situation, once the public health crisis is under control, is expected to be very difficult. Therefore, extra-funding should be injected in the fisheries fund by the EU, in order for these measures to effectively cope with the crisis. We are just in the midst of a horrific storm and we do not know how long it will last.”

Javier Garat, concluded: “The fishing industry is a vital, sustainable and responsible sector, committed to continue fishing and maintaining food security. However, the fishing sector has been hit particularly hard by the COVID-19 crisis. If we want to have a healthy fishing industry after the crisis we need additional funding and full flexibility in the interpretation and application of any new rules.”
