One billion Euros will be unlocked from the previous fisheries fund (EMFF) to support fishing companies • The sector looks forward to a speedy implementation in all Member States.

Today, the European Parliament, in a coordinated effort with the Council of the EU, swiftly adopted a modification of the European Maritime and Fisheries Fund (EMFF 2014-2022) to alleviate the consequences of the military aggression of Russia against Ukraine on fishing activities. Europêche welcomes the swift adoption of this legislative proposal, steered by the rapporteur Nuno Melo (EPP, PT), which will allow the use of additional crisis measures to support fishermen. Particularly, EU funding will be made available to compensate for additional costs, income forgone and the storage of seafood, as well as for the temporary cessation of fishing activities. As for the latter measure, thanks to the European Parliament, aid will be extended for companies that temporarily cannot continue fishing due to economic constrains. The sector now calls on all EU Member States to activate these measures as a matter of urgency.

Three months ago, the European Commission presented its proposal, putting forward the necessary legislative modifications to allow Member States more flexibility to reallocate funds under the (EMFF) to specific measures mitigating the socio-economic impact of the crisis. Both the Council and the Parliament also modified EMFF-provisions to allow aid for those fleets forced to stay in the port due to the financial constraints. For many ship-owners, going out at sea, means losing money.

According to Europêche, the situation is critical in many fishing ports in Europe. Sky-rocketing energy prices are preventing numerous fishing companies from breaking even. The situation is expected not to improve over the next few months, if anything, quite the opposite. EU estimates show that if fuel prices will continue at this level, the EU-27 fishing fleet would have losses of € 300 million in the operating profit, risking the sustainability of the fleet.

Daniel Voces, managing director or Europêche, declared: “The financial package will certainly help bringing relief and stability to fishermen and the markets. The goal is no doubt to adopt all necessary measures to secure fish operations and the supply of seafood to the market. The EU fleet, as food producers, has taken the responsibility to continue fishing during the different crisis and pandemic periods”.

EU governments are reacting differently to the situation and adopting measures at a different pace and extent. Fishermen in many EU countries are not receiving funding in time, or in sufficient quantity, to compensate for the huge price increases. It is now fundamental that the Commission pushes national authorities to quickly put in place these measures as a matter of urgency and to use state aid tools to mitigate the consequences of the crisis.

Furthermore, the European Commission should carry out an analysis of the cumulative effect of the war not only on rising energy prices but also on new legislation such as ‘Fit for 55’, which risk having dire consequences on EU businesses to pay their energy bills and to continue providing seafood.

The European fisheries sector met this morning with Commissioner Sinkevičius in view of the sharp rise in energy and logistics prices due to the invasion of Ukraine. If the activity collapses, there could be problems with the supply of fishery products in a matter of weeks.

The European fisheries sector has thanked Virginijus Sinkevičius, Commissioner for the Environment, Oceans and Fisheries, for the quick call for a meeting gathering all the stakeholders in the fisheries value chain affected by the situation. At the meeting, the sector, represented by Europêche and by the European Association of Fisheries Producer Organizations (EAPO), has reiterated to the Commissioner the need to adopt urgent measures in view of the turn of events, following the invasion of Ukraine by Russia and the impact that the war is already having on the activity of the European fishing fleets.

The President of Europêche, Mr Javier Garat, declared during the meeting that: “For months the sector has been facing a difficult economic situation enduring a steep increase in gas and electricity prices and logistic costs. Now, fuel prices are reaching an all-time high, exceeding €1/litre in many EU countries. 60 cents per litre, was already the price limit for our vessels to remain profitable. The situation is even worse than the fuel crises of 2008”. He continued: “For many vessels it is impossible to go to sea. Fishing vessels in all the Member States are tying up as a consequence of the sharp increase of energy costs. If the stoppage of the activity becomes a generalised problem, there could be problems with the supply of fishery products in a matter of weeks, even more so if sanctions are imposed on those of Russian origin.”

The sector has expressed to the Commissioner the need for an urgent reaction from the EU, similar to that adopted to face the consequences of Brexit and COVID. The fishing industry proposed action on five priority axes: use the EU Fisheries Fund to compensate operators for the additional costs, help fishers who have to temporarily cease their activities and support producer organizations for the temporary storage of fishery products. Likewise, it was requested to increase the aid within the state aid framework up to 300,000-500,000 € per vessel, and to increase the year-to-year quota flexibility from 10% to 25%.

The sector has also pointed out the need for additional measures in coordination with the EU Member States, such as the reduction of social security contributions, the suspension of fish auction taxes, an extension period for COVID loans or a suspension/reduction of VAT on fish and shellfish aimed at alleviating the situation.

Sinkevičius emphasised that the Commission is taking the situation very seriously and working around the clock on solutions. He committed to study the measures urged by the sector and proposed to hold another meeting once the package of measures is more clearly defined.

Esben Sverdrup-Jensen, President of EAPO, concluded: “All efforts should be focused, where possible, on the continuation of the fishing activities to secure seafood supply as well as on providing financial assistance to those fleets forced to stop operations. Financial aid is critical, but flexible fisheries management is equally important. For instance, providing fishers the option to carry over more than the existing 10% of their fishing quotas to next year is a key free-of-charge measure”.

The sector firmly believes that the EU should focus on how to strengthen the seafood supply produced by EU companies, and not seeking for additional imports from anywhere in the world to fill the fish market gap. The second option cannot be a solution for an EU that wants to become more independent from 3rd country’s resources.

Picture: © Chris Gomersall 2020 vision

Today, Norway decided to go its own way on mackerel by deciding to increase its quota share by 55% from 191,843 tonnes to 298,299 tonnes. The mackerel stock is highly migratory and widely distributed passing through the waters of several coastal states in the Northeast Atlantic. Since 2014, EU, Norway and Faroe Islands have managed to agree on a joint sharing and management arrangement. Unfortunately, Iceland, Russia and Greenland have never been part of this arrangement.

Gerard van Balsfoort, chair of the EU pelagic industry, comments: “Norway’s unilateral increase by 55% of its share in the Northeast Atlantic mackerel fishery is a new low in our fisheries relations and totally undermines the effective management of our shared and widely distributed pelagic stocks. The EU should seriously consider to use its power as the world’s largest import market for seafood to take action to stop such reckless and irresponsible behaviour by Norway”.

Since 1 January this year, the UK has left the EU and became a new and independent coastal state. Everybody knew that this would create new uncertainties for all players in the Northeast Atlantic as the UK had to establish new fisheries relationships with the other coastal states, among them Norway. Until now it has not been possible for the UK to reach a fisheries agreement for 2021 with its direct neighbours Faroe Islands, Norway and the EU. UK’s negotiations with Faroe Islands and Norway have now officially been terminated without an agreement, while negotiations between the UK and EU are still ongoing.

Gerard van Balsfoort concludes that “it is extremely disappointing that Norway, that markets itself and its seafood products worldwide as the nation with the most prudent and responsible fisheries management system, now has chosen to act in such an irresponsible manner. It seems that Norway has left the path of constructive collaboration with other coastal states. The first signal of this was given already around Christmas last year when Norway unilaterally decided to unlawfully grab part of the Svalbard cod quota allocated to the EU for its own benefit”.
